On 5th March 2001, by Notice of Suspension issued The Central Bank of The Bahamas, Suisse Security Bank & Trust Limited "SSBT" banking and trust licence was suspended. By Notice of Appointments issued by the Governor of The Central Bank of The Bahamas on 5th March 2001, Raymond L. Winder, a Certified Public Accountant and Partner in the firm of Deloitte & Touche Bahamas was appointed Receiver of the bank. The Central Bank of The Bahamas on 2nd April 2001, by the Bank and Trust Companies Regulations (Revocation of Licence) Order and pursuant to paragraph (i) of subsection (1) (a) of section 14 of the Banks and Trust Companies Regulation Act, 2000, revoked the Bank's banking and trust licence, and Julian Francis, in his capacity as Governor of The Central Bank, pursuant to section 14 (5) of the Banks and Trust Companies Regulations Act, 2000, filed a winding up petition with the Supreme Court of The Commonwealth of The Bahamas (The Supreme Court) for the winding up of the Bank and the appointment of Raymond L. Winder as Official Liquidator.

On 9th April 2001, SSBT was placed into provisional liquidation by the Supreme Court of The Commonwealth of The Bahamas and Raymond L. Winder was appointed Provisional Liquidator; then later on 13th November 2006, it was Ordered by the same Court that SSBT be wound up confirming Raymond L. Winder as Official Liquidator.
